About the Founder
Michael Castle Miller is the Founder of the Lunar Development Institute and a Senior Advisor at DGA-Albright Stonebridge Group.
Previously, he was a Partner at DGA-Albright Stonebridge Group, where he led the firm’s Special Economic Zones practice, drawing on his extensive experience as a legal and policy advisor for governments, private-sector companies, and international development organizations. As the firm’s regulatory policy design lead, he also assisted clients in developing new regulatory frameworks across multiple sectors and regions.
Throughout his career, Michael has helped clients in over 35 countries draft legislation, establish regulatory authorities, design policy reforms, and structure public-private partnerships for special jurisdictions. He has pioneered innovative applications of these concepts to address global challenges, including Refugee Cities for migration, Inclusive Development Zones for informal settlements, and the Lunar Development Cooperative for space infrastructure and regulation.
Before joining DGA, Michael led Politas Consulting – a boutique consulting firm – and served as a consultant at the World Bank. He earned his J.D. summa cum laude from the American University Washington College of Law and an M.A. in International Politics from American University’s School of International Service. He is a licensed attorney based in New York and a member of the New York State Bar Association.

Delivered over 60 projects in 35 nations, including 15 in Africa; 8 in the Americas, 2 in Europe; 3 in the Middle East; and 7 in Asia & the Pacific.
Drafted new laws and regulations for 16 nations.
Designed public-private partnership frameworks for 8 nations.
Structured new regulatory agencies for 9 nations.
Authored 13 articles for academic journals & books and is a columnist for FDI Intelligence magazine.
